The City of Reading Human Relations Ordinance prohibits many types of discrimination by employers of at least five (5) persons, not counting a person's parents, spouse or children.
Specifically, the Reading City law prohibits discrimination within the city limits because of race, color, religion, ancestry, sexual orientation and gender identity or expression, national origin, age, sex, familial status, handicap, or previous filing of a complaint of discrimination in employment, housing and places of business, public accommodation, resort, recreation or amusement. In fact, Reading is one of the few places in the Commonwealth that prohibits discrimination based on sexual orientation and gender identity or expression.
Complaints of discrimination must be made within one hundred eighty (180) days of the unlawful practice. The Complaints must be written, signed, verified and notarized, and include the name and address of the person(s) (including business entity) alleged to have committed the unlawful practice, and detailed information about the unlawful act. The Complaint must be made to the Reading City Human Relations Commission, which may request additional information.
The Commission is required to commence
proceedings within thirty (30) days of the
filing, and to complete its investigation of
formal complaints within one hundred (100)
days of filing. The Commission may dismiss a
Complaint or find probable cause for the
allegations. Public hearings may also be
ordered. Generally, final administrative
decisions must be made within one (1) year
